He studied sociology and pedagogy.
He was manager of the Heidelberg Institute for educational research and director of the
Adult Education Institute (Volkshochschule) in Hamburg.
He studied sociology, German studies, history, political science, education in Heidelberg and Bremen until 1970.
He received his doctorate in 1974 in social sciences in Bremen and habilitated in 1987 in educational science in Hannover.

Awards and Honors
The University of Timişoara (Romania) awarded him an honorary doctorate in 2000.
He is Honorary Professor at the University of New Delhi (India) and Honorary Fellow of the UNESCO Institute for Adult Learning (UIL) in Hamburg.
Membership-Professional Organizations
In 2006 he was elected member of the International Adult and Continuing Education Hall of
Fame.
He represented the Federal Republic of Germany many times in committees and conferences.
He was u. a. President of the European Consortium of Research and Development Institutes for Further Education (ERDI, 1999 to 2005).
He is a member of numerous editorial boards of scientific journals in Germany.
