Born in 1946.

Education

He studied sociology and pedagogy. 

He was manager of the Heidelberg Institute for educational research and director of the 

Adult Education Institute (Volkshochschule) in Hamburg. 

 He studied sociology, German studies, history, political science, education in Heidelberg and Bremen until 1970.

 He received his doctorate in 1974 in social sciences in Bremen and habilitated in 1987 in educational science in Hannover.

1989 to 1991 director of the Hamburger Volkshochschule

1991 to 2011 Scientific Director of the German Institute for Adult Education (DIE) in Frankfurt / M. / Bonn (seat from 2002)

1991 to 2003 University Professor (C4) for Adult Education at the Philipps-University Marburg

2003 to 2011 University Professor (C4) for Adult Education at the University of Duisburg-Essen

 2000 honorary professor at the University of Timisoara (Romania).

 2003 honorary professor at the University of Florence (Italy).

2006 member of the International Hall of Fame in Adult Education.

2008 Coordinator of the Asian-European Network (ASEM) "Professionalization of Lifelong Learning".

2009 honorary professor at the University of Delhi (India).

2012 Senior Professor at the Technical University of Kaiserslautern.

2012 Professor at the University of Torun (Poland).

 2013 head of the project "ESRALE" (Erasmus-Program).

Awards and Honors

The University of Timişoara (Romania) awarded him an honorary doctorate in 2000.

He is Honorary Professor at the University of New Delhi (India) and Honorary Fellow of the UNESCO Institute for Adult Learning (UIL) in Hamburg.

Membership-Professional Organizations

In 2006 he was elected member of the International Adult and Continuing Education Hall of

Fame. 

He represented the Federal Republic of Germany many times in committees and conferences. 

He was u. a. President of the European Consortium of Research and Development Institutes for Further Education (ERDI, 1999 to 2005).

He is a member of numerous editorial boards of scientific journals in Germany.
